Unsere Flotte würde aber geopfert sein, wenn sie vor vollständiger Ausrüstung den Kampf aufnehmen müßte.</ins></div></td></tr>

Ich würde, trotz all der vorangehenden Argumente, im Gegensatze zu allen unseren militärischen Autoritäten Frankreich und England morgen den Krieg erklären, falls der Reichskanzler immer noch hierauf beharrt, möchte aber Herrn von Bethmann doch zu bedenken geben, daß ein auch nur teilweiser Erfolg unserer Flotte in einigen Tagen viel eher erwartet werden kann als heute und es für uns und Deutschland doch unendlich viel wichtiger ist, daß dieser Erfolg erzielt werde, als daß wir sofort mit der Kriegserklärung vorgehen.</blockquote></ins></div></td></tr>
