Regierung die Suggestion annimmt, via Berlin mit Petersburg zu verhandeln. ÖsterreichUngarn sollte sich mit bisheriger Besetzung serbischen Gebietes als Pfand begnügen und seine Bedingungen stellen, über welche mit Rußland verhandelt werden könnte. Am besten, neue Bedingungen aufstellen und nicht auf Ultimatum zurückkommen, was nur zu irritierenden Rekriminationen Anlaß geben würde. Diesmal hätte man sich in Berlin ebenso wie in Wien verrechnet, in der Annahme, Rußland würde nicht eingreifen. Es sei nur mehr ein letzter Hoffnungsstrahl, Europa vor Katastrophe des allgemeinen Krieges zu bewahren. Sir Edward Grey habe ihm in freundschaftlichster Weise, aber ganz klar zu verstehen gegeben, daß, wenn Frankreich in den Krieg gezogen würde, englische Flotte sogleich eingreift.</blockquote></ins></div></td></tr>
