     Best thanks for telegram3. It is quite out of the question that
my ambassadors language could have been in contradiction with
the tenor of my telegram. Count Pourtalès was instructed to draw
the attention of your government to the danger & grave conse-
quences involved by a mobilisation; I said the same in my telegram
to you. Austria has only mobilised against S e r v i a & only a
p a r t of her army. If, as it is now the case, according to the
communication by you & your Government, Russia mobilises
against Austria, my role as mediator you kindly intrusted me with,
& which I accepted at you[r] express prayer, will be endangered if
not ruined. The whole weight of the decision lies solely on you[r]
Shoulders now, who have to bear the responsibility for Peace
or War.

     Besten Dank für Telegramm. Es ist ganz ausgeschlossen, daß die Sprache
meines Botschafters mit dem Inhalt meines Telegramms in Widerspruch ge-
standen haben könnte. Graf Pourtalès war angewiesen, Deine Regierung auf
die Gefahr und die ernsten Folgen einer Mobilmachung aufmerksam zu
machen. Das gleiche sagte ich in meinem Telegramm an Dich. Österreich
hat nur gegen Serbien mobil gemacht und nur einen Teil seines Heeres.
Wenn, wie es jetzt nach Deiner und Deiner Regierung Mitteilung der Fall ist,
Rußland gegen Österreich mobil macht, so wird meine Vermittlerrolle, mit
der Du mich gütigerweise betraut hast, und die ich auf Deine ausdrückliche Bitte
übernommen habe, gefährdet, wenn nicht unmöglich gemacht werden. Das
ganze Gewicht der Entscheidung ruht jetzt ausschließlich auf Deinen Schultern,
sie haben die Verantwortung für Krieg oder Frieden zu tragen.

2 Das vom Kaiser niedergeschriebene Konzept gelangte an den Reichs-
kanzler, der nach Kenntnisnahme sofortige offene Absendung des kaiser-
lichen Telegramms an den Zaren in Peterhof Palais verfügte. Von der
erfolgten Absendung an den Zaren machte er dem Kaiser telegraphisch
Mitteilung und teilte den Wortlaut des kaiserlichen Telegramms an den
Zaren auch dem Botschafter in Petersburg telegraphisch mit; Telegramm
des Kaisers an den Zaren und Telegramm des Kanzlers an den Kaiser
330 nachm., Telegramm (148) an Pourtalès 530 nachm. zum Haupttele-
graphenamt.
