BULLARD.GIFSPACER.GIFBullard, General Robert Lee. (1861-1947). Born, Opelika, Alabama. Participated in the operations in Cuba, as commander of the 3d (Negro) Alabama Volunteers, commanded the 39th Volunteer Infantry during the Philippine Insurrection. Served as district governor on Mindanao, 1901-04, and in the provisional military government of Cuba, 1906-09. After graduation from the Army War College in 1911, he became commander (1916) of all National Guard forces along the Mexican border. In June, 1917, promoted brigadier-general, he commanded a brigade of the 1st Infantry Division in France, and then was promoted major-general and made commandant of the infantry specialist schools in France, and subsequently the commander of the 1st Division. Bullard led the 1st Division in the first independent American attack of the war, at Cantigny (28 May 1918), became commander III Corps, and led the Corps at the Aisne-Marne and Meuse-Argonne offensives.
