Dringend!

     His Majesty the King

                                             London

     I just received the communication from your Government
offering french neutrality under guarantee of Great Britain3. Added
to this offer was the enquiry, whether under these conditions Ger-
many would refrain from attacking France. On technical grounds
my mobilisation which had already been proclaimed this afternoon
must proceed against two fronts east and west as prepared4. This
cannot be countermanded because I am sorry your telegram came
so5 late. But if France offers me neutrality which must be guaran-
teed by the British fleet and army I shall of course refrain from
attacking France and employ my troops elsewhere. I hope that
France will not become nervous. The troops on my frontier are
in the act of being stopped by telegraph and telephon[e] from crossing
into France6.

     Ich habe von Deiner Regierung soeben die Mitteilung erhalten, worin
sie die französische Neutralität unter der Garantie Groß-Britanniens anbietet.
Diesem Anerbieten war die Frage angefügt, ob unter diesen Bedingungen
Deutschland von einem Angriff auf Frankreich absehen würde. Aus tech-
nischen Gründen muß meine heute nachmittag schon angeordnete Mobil-
machung nach zwei Fronten, nach Osten und Westen, vorbereitungsgemäß
vor sich gehen. Gegenbefehl kann nicht gegeben werden, weil Dein Tele-
gramm leider so spät eintraf. Aber wenn Frankreich mir seine Neutralität
anbietet, die durch die britische Flotte und Armee garantiert werden muß,
werde ich natürlich von einem Angriff auf Frankreich absehen und meine
Truppen anderweitig verwenden. Ich hoffe, Frankreich wird nicht nervös
werden. Die Truppen an meiner Grenze werden soeben telegraphisch und
telephonisch abgehalten, die französische Grenze zu überschreiten.
